COPA Update: Time’s Up—COPA Will Not Advance This Session

The Community Opportunity to Purchase Act (COPA) will not advance in its current form. Without the required two-thirds majority support of all New York City Council Members, former Mayor Eric Adams’ veto remains in effect.
As discussed in our previous update here, Mayor Adams vetoed COPA on December 31, 2025. The New York City Council then had 30 days to override the mayoral veto.
While COPA will not move forward this session, City Council Speaker Julie Menin is proceeding with override votes on several other housing-related bills previously vetoed by former Mayor Adams.
