COPA Update: Mayor Adams’ Veto Slows Legislation’s Momentum

Mayor Eric Adams ended his term by vetoing the Community Opportunity to Purchase Act (COPA), pausing the legislation’s progress for now. The incoming New York City Council may still override the veto with a two-thirds majority vote. If COPA is enacted, the true impact of the legislation will depend upon New York City Department of Housing and Development’s enforcement.
