On September 19, 2011, the United States Department of Labor ("DOL") and the Internal Revenue Service ("IRS") announced the agencies' agreement to jointly combat the misclassification of workers as independent contractors.

On September 21, 2011 the IRS announced a new program to permit taxpayers to voluntarily reclassify workers as employees rather than independent contractors for employment tax purposes with minimal tax consequences for prior years.
