Post-Sandy Resiliency Projects In NJ - Rebuild By Design And Beyond
In June 2013, the HUD Hurricane Sandy Rebuilding Task Force launched the “Rebuild By Design” (RBD) competition, a multi-stage planning and design competition to promote resilience in the Sandy-affected region. Two New Jersey proposals were selected as winners: RBD Meadowlands was awarded $150 million to design and construct a solution that will reduce flooding risks and enhance resiliency in the area near Little Ferry, Teterboro, Moonachie, and Carlstadt, and RBD Hudson River was awarded $230 million to reduce frequent flooding due to storm surge, high tide, and heavy rainfall in Hoboken, Weehawken, and Jersey City. We will provide in-depth reviews of these critical and innovative projects. We will also specifically discuss the unique zoning and environmental permitting issues associated with RBD Meadowlands, the incorporation of RBD and other resiliency concepts into redevelopment plans and redevelopment agreements, and the public and private sources of funding for resiliency projects (including green bonds, RBD-style programs and the HUD Community Development Block Grant program). Finally, we will review resiliency efforts and initiatives in southern NJ municipalities such as Atlantic City and Wildwood.
