Paul W. Kim is the chair of the Healthcare Group and the privacy officer for Cole Schotz. With over 25 years of health law experience, he has a uniquely comprehensive understanding of the U.S. healthcare industry. He began his full-time career while attending evening law school by assisting indigent patients obtain public benefits at Legal Aid. He clerked at the Maryland State administrative hearings office, writing decisions for Administrative Law Judges. He worked in the general counsel's office of a national managed care organization and for the Maryland State Medicaid Agency at the Maryland Department of Health. Then, prior to entering private practice, he drafted regulations and policies for the Medicare Program at the Centers for Medicare and Medicaid Services ("CMS") of the U.S. Department of Health & Human Services ("DHHS").

Paul represents a variety of healthcare clients from hospitals to hospices in all aspects of health law, except malpractice defense and Food & Drug Administration matters. He counsels them to ensure corporate compliance with the mandates issued by CMS and the DHHS Office of Inspector General ("OIG") related to conditions of payment, billing, coding, conditions of participation, enrollment, national and local coverage, fraud and abuse, Merit-based Incentive Payment System (MIPS), and clinical research. He also advises on compliance with the privacy and security standards of the Health Insurance Portability and Accountability Act ("HIPAA"). In addition, for healthcare providers and suppliers, he appeals overpayment assessments by Medicare and other payer auditors as well as the suspension, revocation, or denial of billing privileges. Furthermore, for U.S. and foreign pharmaceutical and medical device manufacturers, Paul obtains coding, coverage, and reimbursement for their new products. He also partners with other law firms to assist their clients in transactions or litigation by providing healthcare regulatory due diligence and investigations. Paul regularly speaks on various healthcare topics at national conferences throughout the country.

Paul is an active member of the American Health Lawyers Association and a frequent speaker at its conferences and webinars. Locally, he served as President of the Asian Pacific American Bar Association of Maryland (2006-2007) and was elected to the Health Law Section Steering Committee for the District of Columbia Bar (2006-2009). In addition, Paul remains dedicated to community service. He was appointed to the Maryland Legal Aid Bureau’s Equal Justice Council (2006-2007) and the Maryland Pro Bono Resource Center’s Board of Directors (2007-2010). Consequently, Paul was inducted as a Fellow of both the American Bar Foundation and the Maryland Bar Foundation. He was selected by Nightingale’s Healthcare News as one of the Outstanding Young Healthcare Lawyers for 2005 and by Smart CEO Magazine as one of the Legal Elites for 2009.
